THEQC Organizes Meetings on 2018 and 2019 Institutional External Evaluation Programs
Two meetings aiming to provide information on 2019 Institutional Evaluation Program were held in Istanbul on February 22 and in Ankara on February 26 with the attendance of THEQC President Prof. Dr. Muzaffer Elmas, THEQC Vice President Prof. Dr. Sibel Aksu Yıldırım, Council members and advisors, and the rectors and vice-rectors of the 45 institutions to be evaluated in 2019.
The meetings commenced with the opening speeches of Prof. Dr. Elmas, who gave an outline of THEQC’s Institutional Evaluation Program and stated that 115 institutions have so far been evaluated as part of the program while 45 others will be evaluated by the end of June 2019, thus completing the first cycle for all higher education institutions that produce graduates. Speaking on the program’s aim and the expectations from the evaluated institutions, Prof. Dr. Elmas also introduced the THEQC’s web-based system that facilitates the works of universities during the evaluation process and offers input and output analyses.
In the meetings, general information was provided on mentorship system, which was established to guide the institutions within the program. It was also stated that mentors were assigned to all the higher education institutions to be evaluated in 2019, with an emphasis on that the aim of the mentorship system is to contribute to the establishment of internal quality assurance system in institutions and the dissemination and internalization of quality assurance culture in higher education system along with providing guidance on the institutions within the program.
Mentors will guide the institutions on the establishment and conduct of their education, research-development and administrative activities in accordance with quality processes, in addition to mentoring the institutions on the determination of the higher education institutions’ future plans, formation of an alignment between the institution’s administrative model and objectives, management of quality processes in line with institutional values and targets, adoption of a continuous learning and improvement culture by establishing necessary technological infrastructure and on the aspects to be taken into account during the site visits of the evaluation program.
Following the presentations of THEQC Vice President Prof. Dr. Yıldırım and Turkish Presidential Education Policies Council Member Prof. Dr. Öktem Vardar, the questions posed by the rectors and vice-rectors were answered. The representatives of the higher education institutions expressed their appreciation for their inclusion in the program and added that an impartial situation analysis will guide them in their improvement efforts.

Two meetings aiming to review 2018 Institutional Evaluation Program were held in Istanbul on February 22 and in Ankara on February 26 with the attendance of THEQC President Prof. Dr. Muzaffer Elmas, THEQC Vice President Prof. Dr. Sibel Aksu Yıldırım, Council members and advisors, and the rectors and vice-rectors of the 46 universities evaluated in 2018.
Making the opening speeches of the meetings, Prof. Dr. Elmas provided information on the aims, scope and outcomes of the THEQC’s Institutional Evaluation Program. Speaking on the internal evaluation, accreditation, quality and performance indicators of the universities evaluated in 2018, Prof. Dr. Elmas stressed that the program reveals the aspects that could be further improved within higher education institutions and constitutes a roadmap for the institutions in their quality assurance journey. During his speech, Prof Dr. Elmas also expressed that the primary goals of the program include producing graduates that can keep pace with the rapidly changing global context, increasing qualified research potential and encouraging institutions to develop web-based management systems.
Following the opening speech, THEQC Vice President Prof. Dr. Yıldırım made a presentation on the qualitative and quantitative data regarding 2018 Institutional Evaluation Program. In her presentation, Prof. Dr. Yıldırım provided information on 2018 Institutional Evaluation Program and shared the results obtained from the institutional feedback reports on the evaluated universities regarding the quality assurance processes in their education, research-development and management systems.
During the meetings, Turkish Presidential Education Policies Council Member and THEQC Advisor Prof. Dr. Öktem Vardar delivered a presentation entitled “Internal Quality Assurance System and Program Evaluation”, in which he spoke on the establishment of internal quality assurance systems in institutions, management of program evaluation and accreditation processes, preparation of Institutional Self-Evaluation Report and practice of PDCA (Plan-Do-Check-Act) cycle in quality processes.
Following the presentations, the rectors and vice-rectors attending the meetings shared their opinions and suggestions for the program. Reviewing the effects of the program on their institutions, the representatives of the higher education institutions stated that the evaluation process allowed them to make a self-evaluation of their institutions and increased the motivation and sense of belonging within the institutions, adding that the evaluators have adeptly managed the process and the reports written as a result of the evaluations made significant contributions to their quality assurance journey.
It was emphasized throughout the meetings that quality culture must be spread among all institutional units and leadership is the most important factor for successful results in this respect; and it is required to develop web-based systems in process and data management and continue promoting program accreditation.
