Council Members

Prof. Ümit KOCABIÇAK

President Prof. Ümit Kocabıçak completed his primary, secondary and high school education in Sakarya. Prof. Kocabıçak graduated from Istanbul Technical University (ITU) Department of Aeronautical Engineering in 1983 and received his master's degree from ITU in 1985 and doctorate from ITU Graduate School of Science in 1994. He received the title of Assistant Professor at Sakarya University in 1995, Associate Professor in Computer Aided Design and Manufacturing in 1999, and Professor in Computer Engineering Computer Software Department in 2005. His administrative duties include being the Vice-Dean of Faculty of Engineering, the Head of Mechanical Engineering Department, the Director of the Continuing Education Centre, the Head of the Computer Engineering Department, the Director of Computer and Research Centre (BAUM), and the Director of the Distance Education Centre (UZEM). Prof. Kocabıçak also served as the Dean of the Faculty of Computer and Information Sciences between 2010-2014 and the Vice-Rector between 2014-2018 and 2022-2023. He pioneered the creation of Sakarya University's Management Information System (SABIS) to facilitate the accreditation processes at the national and international levels in 2010 and acted as its coordinator between 2010-2019 and 2022-2023. He was a part of the working team that contributed to receiving of EFQM European Quality Award by Sakarya University in 2015 and 2018. Prof. Kocabıçak aims to contribute to improving the quality of universities, completing THEQC's digital transformation that was started before to analyse all evaluation criteria that constitute the basis of a quality assurance system in line with the European Standards, and developing the THEQC artificial intelligence robot. In addition, he takes making the quality culture in higher education visible worldwide through the THEQC International Institutional Accreditation Program as a goal, especially in the TRNC and Türkiye's cultural geography. Prof. Ramazan BAYINDIR

Vice President Prof. Ramazan Bayındır, who graduated from Gazi University, Department of Electrical Education in 1992, received his master's degree in 1998 and his PhD in 2002 from the Graduate School of Science of the same university. In 2013, he conducted postdoctoral research in Electrical and Computer Engineering at the University of Wisconsin-Milwaukee, USA. Prof. Bayındır continues his academic career at Gazi University, Faculty of Technology, Department of Electrical and Electronics Engineering and has research in renewable energy, microgrids, and smart grids. He has over 350 publications and 6 books in these fields. He has been a member of the Editorial Board of TÜBITAK Turkish Journal of Electrical Engineering & Computer Sciences and has been involved in scientific/organisational roles in international conferences, such as ICRERA, icSmartGrid, PEMC and POWERENG for many years. He is an IEEE senior member and PEMC Executive Committee member. Prof. Bayındır served as vice dean, director of vocational school and head of department at Gazi University. Between 2020 and 2024, he worked as Vice-Rector, specifically responsible for quality assurance systems. In this process, he took an active role in corporate data management, process improvement, ISO 9001:2015 certification studies and quality-oriented corporate coordination processes. He has produced academic studies on quality assurance in higher education, institutional accreditation and continuous improvement, and took part in external evaluations as Team Leader within the scope of THEQC's Institutional Accreditation Program. Prof. Ali BİLGİN

Council Member Prof. Ali Bilgin graduated from the Department of Biology, Faculty of Science and Letters at Ondokuz Mayıs University in 1997 and completed his master's and doctoral studies at the same university. Starting his academic career as a research assistant at Ondokuz Mayıs University in 1998, Prof. Bilgin served as a faculty member in the Department of Biology, Faculty of Science and Letters at Recep Tayyip Erdoğan University from 2007 onwards. He became an Associate Professor in 2010 and a full Professor in 2015. Since 2022, he has been serving as a Professor in the Department of Biomedical Engineering, Faculty of Engineering and Natural Sciences at Samsun University, where he currently continues his duty as Vice-Rector. Having extensive experience in administrative duties and management processes within higher education institutions, Prof. Bilgin held the positions of Vice-Rector, Secretary General, Vice-Dean, and Head of Department at Recep Tayyip Erdoğan University, and chaired the Scientific Research Projects (BAP) Commission at the same university. Additionally, he served as Acting Dean at Samsun University and took part in various boards, including the TÜBİTAK BİDEB Advisory Board. He has actively contributed to quality processes carried out in different universities by serving as an evaluator and team leader in numerous external evaluation, follow-up, and institutional accreditation programs within the Turkish Higher Education Quality Council (THEQC). Furthermore, he served as an evaluator and co-chair in FEDEK program accreditations. Prof. Bilgin has numerous scientific articles published in national and international indexed journals, as well as book studies and conference proceedings. He has served as a project coordinator and researcher in scientific projects supported by TÜBİTAK and universities, and holds works with national patent registration. Prof. Mustafa Sıtkı BİLGİN

Council Member Prof. Mustafa Sıtkı Bilgin was born in Trabzon. After graduating from the Faculty of Letters at Istanbul University in 1989, he completed his first master's degree at Gazi University in 1993. In the sameyear, upon passing the Council of Higher Education (CoHE) study abroad exam, he went to the United States and completed his second master's degree in History at the University of Connecticut in 1996. Prof. Bilgin began his doctoral studies at the University of Birmingham in the UK in 1997 and completed his PhD in Middle Eastern Studies in 2001. He became an Assistant Professor in Political History in 2001, an Associate Professor in 2007, and a full Professor in 2012. In 2011, he transferred from KSÜ to Ankara Yıldırım Beyazıt University, where he became the Founding Chair of the Department of International Relations. A year later, he concurrently served as the Director of the Institute for International Relations and Strategic Research (ULISA). Throughout his academic career, he has held various positions, including Head of Department, Graduate School Director, Dean, and Rector. His first book, Britain and Turkey in the Middle East: Politics and Influence in the Middle East in the Early Cold War Era, was published in the UK in 2008. This book presented, for the first time in detail, Türkiye's Palestine and Middle East policies during the İnönü and Menderes eras within the framework of the policies of Türkiye and the Great Powers during the Cold War. The book is also considered one of the foundational works of Neo-Classical Cold War historiography. Prof. Bilgin has conducted original research on Turkish Foreign Policy, Political History, Türkiye’s Regional and Global Issues, the Armenian Issue, the Cyprus Issue, the Middle East and Caucasus, and Turkish-British- American relations. He has contributed to the literature on Political History, Turkish Foreign Policy, and International Relations by publishing articles in various domestic and foreign academic journals. He has over 200 articles in peer-reviewed journals and symposium proceedings, as well as approximately 20 books written in English and Turkish. Additionally, he has conducted numerous national and international projects, particularly EU projects, and has received academic awards. He has participated in scientific meetings and events, and delivered lectures and conferences in many countries, including the USA, UK, Germany, Italy, France, Spain, Jordan, Saudi Arabia, Azerbaijan, and Uzbekistan. Prof. Elif ÇEPNİ

Council Member Prof. Elif Çepni was born on 15 January 1968 in Karabük. She completed her primary, secondary and high school education at TED Karabük College foundation schools. Prof. Çepni is one of the few Turkish scientists who have been selected to the World Academy of Arts and Sciences (WAAS), which has over 700 distinguished members who are respected in the fields of politics, science and art from all over the world, thanks to her scientific publications, international meetings she has participated, and her efforts to solve the common problems of humanity. She is also a member of the WAAS Membership Communications Committee. She is the Chair of the first and only UNESCO Chair on 'Foresight Studies, Future Literacy and Strategic Forecasting' in Türkiye. She continues her academic life as Vice Rector of Karabük University. Prof. Çepni received her bachelor's degree from Ankara University, Faculty of Political Sciences, Department of International Relations in 1990, her master's degree from İstanbul University, Graduate School of Social Sciences, Department of Economic Structure of the European Community in 1993, and her PhD degree from İstanbul University, Graduate School of Social Sciences, Department of Economic Theory in 1998. Awarded the EU Jean Monnet Scholarship in 1998, Prof. Çepni graduated from the Master of Science in Economics program at the University of Nottingham. She received 'International Economics' and 'Advanced Econometrics' certificates from the London School of Economics. Prof. Çepni served as the Rector of Doğuş University between 2011 and 2013, and Vice Rector of Bahçeşehir University between 2013 and 2017. Throughout her academic career, she served in various administrative positions, such as Dean, Vice-Dean, and Graduate School Director. She has multidisciplinary research in decision-making and strategic management under uncertainty, chaos, and complexity. In addition to the meetings she participated in as an invited speaker, she follows and contributes to UNESCO's work on 'Future Literacy and Foresight'. Prof. Sema YILMAZ

Council Member Prof. Sema Yılmaz was born in İstanbul in 1980. She received her bachelor's degree from the Department of Economics, Faculty of Economics and Administrative Sciences at Kocaeli University in 2002. She completed her master's degree in Economic Policy at the same university in 2004, and her PhD in Economic History at Marmara University in 2008. She worked as a faculty member at Kocaeli University between 2009 and 2021. During her tenure at Kocaeli University, she served for many years as the Head of Department, Quality Coordinator, and Erasmus Coordinator in the Marketing and Advertising, and Accounting and Tax Applications programs. In her capacity as Head of Department, she was responsible for executing academic programs in compliance with quality standards. She directly contributed to processes regarding institutional governance, internationalization, the execution of quality processes, the definition of learning outcomes, the monitoring of program competencies, and the development of measurement and evaluation mechanisms in higher education institutions. She received the title of Associate Professor in the field of Economic Thought in 2018. In 2021, she was appointed as a faculty member at the Department of Economics, Faculty of Economics and Administrative Sciences at Yıldız Technical University, and she received the title of Professor at this university in 2024. She assumed the role of Chair of the Research Centre for Economic Thought Research Group, which she established at Yıldız Technical University. Between 2019 and 2021, she provided consultancy services to institutions and organisations under KOSGEB (Small and Medium Industry Development Organisation). Within the scope of university quality assurance systems, she served as an ISO 9001 Quality Management System Internal Auditor between 2023 and 2025, taking active responsibility in institutional quality, sustainability, and process improvement efforts. Prof. Yılmaz has taken part in national and international projects as a researcher and project coordinator. Her studies have focused on AI-supported financial analysis, Islamic finance and participation banking, sustainable monetary policies, the economic impacts of disasters, and transformation in economics education. She participated as a researcher in the Erasmus Mundus Project and actively joined numerous international research networks, including COST Action. Under the Erasmus academic mobility program, she taught at Utena University in Lithuania in 2012 and at the Radom Academy of Economics in Poland in 2017. Throughout her academic career, she has conducted theoretical and applied research in her discipline and produced articles, conference proceedings, and academic works at national and international levels. Prof. Hüseyin AĞIR

Council Member Prof. Hüseyin Ağır was born in Afşin, Kahramanmaraş, in 1974. He completed his primary, secondary, and high school education in Elbistan. He received his bachelor's degree from the Department of Econometrics at İnönü University, his master's degree from the Department of Economics at Kahramanmaraş Sütçü İmam University, and his Ph.D. from the Department of Economics at Aydın Adnan Menderes University. He became an associate professor in macroeconomics in 2013 and a full professor in the Department of Economic Policy in 2019. He has taught undergraduate and graduate courses in his field at various universities, primarily at Kahramanmaraş Sütçü İmam University and Ankara Hacı Bayram Veli University. Throughout his career, he has provided consultancy services and held various academic and administrative positions. He has produced numerous scientific works and participated in various projects. He served as a visiting scholar at the University of Southern California (USC) in the USA. Prof. Ağır began working with the Turkish Higher Education Quality Council (THEQC) in 2022. He took part in external evaluation programs and assumed responsibilities as a commission member and process coordinator. He participated in various initiatives aimed at establishing and disseminating quality culture in higher education. He served as the editor of the Higher Education Evaluation and Quality Assurance Status Reports for the years 2022–2024. Aşkın TÖREN

Council Member Aşkın Tören was born in Germany in 1974. He began his primary education there, completed his secondary education at Hamdullah Suphi Tanrıöver Secondary School, and finished his high school education at Ordu High School. He received his bachelor's degree in German Language and Education. Having received his master's degrees in Public Administration, Business Administration, Human Resources Management, Global Politics, and International Relations, as well as the title of 'Master of Science', Tören also studied public diplomacy at the Public Administration Institute for Türkiye and the Middle East (PAITME).He has extensive experience in public administration, social policy, employment and international relations. He served as an expert in the Prime Ministry, as a parliamentary advisor in the 22nd, 23rd and 24th legislative terms of the Turkish Grand National Assembly, and as an advisor in the Ministry of Culture and Tourism. In 2012, he started to work as the Head of İŞKUR Foreign Relations and Projects Department. During this assignment, he took part as Senior Operations Manager on behalf of the institution in strategic projects supported by the EU Instrument for Pre-Accession Assistance (IPA), such as Improving Public Employment Services, Supporting Youth Employment in Sectoral Investments, Supporting Active Inclusion, Supporting Youth Employment, Women in Business Program, and Women's Empowerment Program.He was involved in programs with the European Union, World Bank, UNDP, ILO and OECD, and contributed to the development of numerous strategic partnerships. Tören served as the President and Executive Secretariat of the World Association of Public Employment Agencies (WAPES) and led the establishment of regional collaborations, such as the Organisation of Islamic Cooperation Public Employment Agencies Network (OIC-PESNET) and the Southeast Europe (CPESSEC), and Eurasia PESNET. He assumed managerial responsibility in employment projects for women, youth and vulnerable groups.In the 2019 Local Administrations Elections, he was elected as Mayor of Altınordu Municipality in Ordu Centre and served between 2019 and 2024. He is currently serving as the President of the Vocational Qualifications Authority (VQA). He is married with two children. kurulcalisani

Gülden Banu MÜDERRİSOĞLU

Council Member Born in Ankara in 1977, Banu MÜDERRİSOĞLU, Secretary General of TÜRKAK, graduated from Tevfik Fikret High School and completed her undergraduate education at Ankara University, Faculty of Communication. She completed her MA degree at Middle East Technical University, Institute of Social Sciences, and once again at London City University. Banu Müderrisoğlu started her career in 2002 and worked in various positions in different institutions and organizations at the private sector both in Turkey and abroad. She has undertaken management and implementation tasks in more than 10 United Nations and European Union funded projects in the fields of media-communication, employment, civil society and public diplomacy. She worked as a director in corporate communication at TOBB ETU and international companies. Müderrisoğlu is married with two children. She speaks English and French fluently. kurulcalisani

Prof. Mesut GÜNER

Council Member Prof. Mesut GÜNER received his bachelor's degree from the Department of Naval Architecture at the Faculty of Naval Architecture and Ocean Enginnering, Istanbul Technical University, in 1988. In 1989, he earned his master's degree from Newcastle University in the United Kingdom, where he also completed his PhD in 1994. He began his academic career as an assistant professor at Yıldız Technical University and was promoted to full professor in 2001 in the Department of Naval Architecture and Marine Engineering at the same university. Prof. Dr. Güner has played significant roles as a coordinator and consultant in various industrial projects and has also served as a board member in several companies. He has held numerous key positions, including full membership in the Turkish Academy of Sciences (TÜBA), vice-rectorship, founding rector of a university, technology transfer office coordinator, senator, and member of the university's board of directors. Between 2016 and 2020, Prof. Güner served as the general manager and board member of Yıldız Teknopark A.Ş. From 2016 to 2022, he led the external evaluation of various universities as a team leader within the scope of YÖKAK. Between 2021 and 2022, he was the chairman of the board of directors of Ankara University Technopolis. From 2022 to 2024, he served as the Rector of Alanya University. Assoc. Prof. Murat SARĞIN

Council Member Assoc. Prof. Murat Sargın, MD, currently serves as the Vice President of the Health Institutes of Türkiye (TÜSEB). He also works as a cardiovascular surgery education officer at the University of Health Sciences, Istanbul Dr Siyami Ersek Thoracic and Cardiovascular Surgery Training and Research Hospital. He was elected President of the Turkish Society of Cardiovascular Surgery effective April 2025. Simultaneously, he serves as the Head of the Department of Organ Transplant Coordination at the Graduate School of Health Sciences, Hamidiye Faculty of Medicine, University of Health Sciences. At TÜSEB, he is currently the Vice President responsible for Project Support. Continuing his cardiovascular surgery practice, Dr Sargın also serves as the Vice Director of the Heart Transplant and Mechanical Circulatory Support Systems (LVAD) Program at Siyami Ersek Cardiovascular Centre. Dr Sargın completed a one-year research fellowship in advanced cardiac research at the Texas Heart Institute (Houston, USA) between 2005 and 2006. He also received short-term clinical fellowship training in vascular surgery at the Deutsches Herzzentrum Berlin and the Royal Liverpool University Hospital. His clinical and academic interests include advanced heart failure surgery, mechanical circulatory support (ECMO, LVAD), heart transplantation, complex cardiac surgery, and vascular interventions. Cengiz DELİBAŞ

Council Member Cengiz Delibaş began his career in 1985 as an Assistant Labour Inspector at the Ministry of Labour and Social Security. He became a Labour Inspector in 1988 and a Chief Labour Inspector in 1997. He was appointed Deputy Head of the Ankara Group of Labour Inspection in 1996, Deputy Head of the Labour Inspection Board in 2001, and Deputy Director General of Labour in 2002. He served as the Director General of Labour between 2003 and 2007. Between 2007 and 2011, he served as the Labour Adviser at the Embassy of the Republic of Türkiye in Ashgabat, Turkmenistan. From 2011 to 2016, he worked as a Labour Law and Industrial Relations Adviser at the Turkish Confederation of Employer Associations (TİSK), and in 2017, he served as Deputy Secretary General. Since 2017, he has been serving as the Deputy Secretary General of the Union of Chambers and Commodity Exchanges of Türkiye (TOBB). kurulcalisani

Fatma Derya ARIKAN

Council Member (Student Member) Born in 2002 in Manisa, Fatma Derya Arıkan is a bachelor's student at Burdur Mehmet Akif Ersoy University, Faculty of Education, Department of Elementary Mathematics Teaching. Enrolled in university in 2022, Arıkan has played active roles in various student commissions and quality processes throughout her academic life. In 2022, she served as the faculty's Student Commission member and Learning and Teaching Commission member within the university. In 2023, she was the faculty's Student Commission Vice Chair and the student representative of the Unit Quality Commission. In February 2024, she was elected as the Senate Student Representative, and as of June 2024, she started to serve as the President of Burdur Mehmet Akif Ersoy University Students' Quality Society and the Student Member of the Quality Commission. She also took an active role in the program design and update processes of the university. In 2024, Arıkan served as a part-time working student at the Department of Health, Culture and Sports, and as of January 2025, she continues to contribute to the Quality Coordinator's Office as a part-time working student. As of December 2023, she has been serving as a member of the THEQC Students Commission, meanwhile, she has had experience as a peer trainer in the Quality Ambassador Training Program (QAP) and Quality Ambassador Workshop (QAW). Arıkan currently works as a student evaluator of THEQC and the Association for Evaluation and Accreditation of Teacher Education Programs (EPDAD). As of 2024, she was assigned as the THEQC student evaluator to evaluation teams that conducted site visits in the scope of the Institutional Accreditation Program and the Follow-up Program. Fatma Derya Arıkan is also a volunteer camp leader within the Ministry of Youth and Sports and continues her activities as a peer trainer and camp leader under the roof of the Green Crescent. Mehmet YILMAZ

Secretary General Mehmet Yılmaz was born in Kırıkkale in 1970. He completed his secondary education in Kırıkkale, received his bachelor’s degree from Hacettepe University Health Administration Department in 1990, and his master’s degree from Kırıkkale University Department of Administration and Organization. He started working at Kırıkkale University in 1993 and served as the Health, Culture and Sports Department Head, Research Fund Director, Scientific Research Projects Unit Coordinator, Strategy Development Department Vice President, Quality Improvement Unit Director and Assistant Secretary General at the university. He is specialized in public administration, organization, quality improvement and quality evaluation. He has given lectures on quality administration at various universities. Yılmaz has been the Secretary General of the THEQC since 2018. He is married and has three children. kurulcalisani

Prof. Dr. Mustafa ÇUFALI

Başkan Yardımcısı Prof. Dr. Mustafa ÇUFALI 1962 yılında Zonguldak’ta doğdu. 1988 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi Kamu Yönetimi Bölümünden mezun oldu. 1990 yılında Polis Akademisi’ne Araştırma Görevlisi olarak girdi. Nottingham Üniversitesi Politika Okulu Uluslararası İlişkiler programında 1992’de yüksek lisans, 1999’da doktora eğitimini tamamladı. Siyasi Tarih alanında 2001 yılında Yardımcı Doçent, 2007’de Doçent, 2012’de Profesör oldu. 2015 yılında Ankara Sosyal Bilimler Üniversitesi Siyasal Bilgiler Fakültesi Siyaset ve Kamu Yönetimi Bölümüne geçti. 2014-2017 yılları arasında TÜBİTAK Bilim İnsanı Destek Programları (BİDEB) Başkanı olarak görev yaptı. Mart 2018-Nisan 2022 tarihleri arasında Zonguldak Bülent Ecevit Üniversitesi Rektörlüğü görevini yürüttü. Akademik hayatı boyunca Bölüm Başkanlığı, Dekan Yardımcılığı, Merkez Müdürlüğü, Başkan Yardımcılığı görevlerinde bulundu. Rektörlük görevi boyunca UI GreenMetric Türkiye Koordinatörü görevini de yürüttü. Siyasi Tarih, Türk Siyasal Hayatı, Anayasa Hukuku, Türkiye’nin Bölgesel ve Küresel Sorunları, Türkiye’de Siyasal Hareketler, Dünyada Sorunlu Bölgeler gibi lisans, yüksek lisans ve doktora derslerini verdi, yüksek lisans ve doktora tez danışmanlıklarında bulundu. Fransa, Macaristan, Litvanya, Kırgızistan, Azerbaycan ve Suriye gibi ülkelerde Türkçe ve İngilizce dersler verdi, konferanslara konuşmacı veya oturum başkanı olarak katıldı. A.B.D., İngiltere, Almanya, İtalya, İrlanda, Çek Cumhuriyeti, Hırvatistan, Arnavutluk, Tunus, S. Arabistan, Rusya, Kazakistan, G. Kore, Malezya gibi 20’den fazla ülkede bilimsel toplantı ve etkinliklere katıldı. Uluslararası ilişkiler, uluslararası güvenlik, siyasi tarih, Türk dış politikası, Türk siyasal hayatı alanlarında Türkçe ve İngilizce olarak birçok dergi ve kitapta makaleleri ve kitap bölümleri yayınlandı, ulusal ve yerel TV programlarına katıldı. Prof. Muhsin KAR

President 2022-2023
Born in 1968 in Kahramanmaraş, Muhsin Kar completed his undergraduate studies at Ankara University, Faculty of Political Sciences, Department of Economics. He continued his postgraduate studies in the UK, earning a master's degree in Economic Development at the University of Leicester in 1995 and a PhD in Economics at Loughborough University in 2000. He was a visiting scholar at the University of Southern California in the USA. He carried out his academic studies at the departments of Economics at Kahramanmaraş Sütçü İmam University, Çukurova University, Necmettin Erbakan University, and Ankara Yıldırım Beyazıt University. Prof. Kar held various administrative positions at the universities where he worked. He became Associate Professor in 2005 and Professor in 2011 in the field of Macroeconomics.Prof. Kar has conducted academic studies primarily on the interaction between the financial and real sectors, as well as economic development, growth, foreign direct investment, European integration, and transition economies. He has published in various national/international journals and editorial books, as well as authoring book chapters. Prof. Muzaffer ELMAS

1956 yılında Giresun'da doğan Prof. Dr. Muzaffer Elmas, 1980 yılında İstanbul Teknik Üniversitesi (İTÜ) İnşaat Fakültesi'nden mezun olmuştur. Aynı üniversitede 1983 yılında yüksek lisansını ve 1988 yılında doktorasını tamamlamıştır. Akademik kariyerine 1980 yılında Sakarya Devlet Mimarlık ve Mühendislik Akademisi'nde asistan olarak başlayan Elmas, 1988 yılında İTÜ Sakarya Mühendislik Fakültesi İnşaat Mühendisliği Bölümü'nde yardımcı doçent, 1994 yılında doçent ve 2000 yılında profesör unvanlarını almıştır. 2002 yılında rektör yardımcılığı görevine atanarak üniversitede stratejik planlama, kalite, eğitim-öğretim ve yatırım alanlarında önemli çalışmalara imza atmıştır. 2010 yılında aynı üniversiteye rektör olarak atanmış ve bu dönemde yükseköğretimde kalite, kurumsal değerlendirme ve akreditasyon süreçlerini ulusal ve uluslararası düzeyde kolaylaştıracak Üniversite Yönetim Sistemi'nin kurulmasına öncülük etmiştir. ABD'de bulunan Eğitim İletişimi ve Teknolojisi Derneği tarafından "En İyi Uluslararası Rektör" ödülüne layık görülmüştür. Görev yaptığı kurumda Türkiye Mükemmellik Ödülü, EFQM Excellence Award ve Global Excellence Award süreçlerini başarıyla yönetmiş; EUA IEP ve YÖKAK'ın dış değerlendirme süreçlerini ve ulusal/uluslararası akreditasyon ajansları ile 50'ye yakın programın akreditasyon süreçlerini yürütmüştür. Ayrıca, AFAD Deprem Danışma Kurulu Üyeliği, YÖK Mesleki Yeterlilikler Kurumu Başkan Vekilliği, Üniversitelerarası Kurul Eğitim Komisyonu Başkanlığı ve Türkiye Bilimler Akademisi asil üyeliği ile TÜBA Konsey Üyeliği görevlerinde bulunmuştur. 2018-2022 tarihleri arasında Yükseköğretim Kalite Kurulu Başkanlığı görevi yapmıştır. Prof. Dr. Muzaffer Elmas, 2022 yılından bu yana Kocaeli Sağlık ve Teknoloji Üniversitesi rektörü olarak görev yapmaktadır. danismanlar
