Prof. Ümit KOCABIÇAK

President Born in Sakarya in 1962, Prof. Ümit Kocabıçak completed his primary, secondary and high school education in Sakarya. Prof. Kocabıçak graduated from Istanbul Technical University (ITU) Department of Aeronautical Engineering in 1983 and received his master's degree from ITU in 1985 and doctorate from ITU Graduate School of Science in 1994. He received the title of Assistant Professor at Sakarya University in 1995, Associate Professor in Computer Aided Design and Manufacturing in 1999, and Professor in Computer Engineering Computer Software Department in 2005. His administrative duties include being the Vice-Dean of Faculty of Engineering, the Head of Mechanical Engineering Department, the Director of the Continuing Education Center, the Head of the Computer Engineering Department, the Director of Computer and Research Center (BAUM), and the Director of the Distance Education Center (UZEM). Prof. Kocabıçak also served as the Dean of Faculty of Computer and Information Sciences between 2010-2014 and the Vice-Rector between 2014-2018 and 2022-2023. He pioneered the creation of Sakarya University's Management Information System (SABIS) to facilitate the accreditation processes at the national and international levels in 2010 and acted as its coordinator between 2010-2019 and 2022-2023. He was a part of the working team that contributed to receiving of EFQM European Quality Award by Sakarya University in 2015 and 2018. Prof. Mustafa ÇUFALI

Vice President Prof. Dr. Çufalı was born in 1962 in Zonguldak. He graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration in 1988. He entered the Police Academy as a Research Assistant in 1990. He completed his master's degree in 1992 and his doctorate in 1999 at the University of Nottingham, School of Politics, International Relations program. He became Assistant Professor in 2001, Associate Professor in 2007, and Full Professor in 2012 in the field of Political History. In 2015, he transferred to Ankara Social Sciences University, Faculty of Political Sciences, Department of Politics and Public Administration. He served as the President of TUBITAK (The Scientific and Technological Research Council of Turkey) Scientist Support Programs (BİDEB) between 2014-2017. He served as the Rector of Zonguldak Bülent Ecevit University between March 2018 and April 2022. Throughout his academic life, he served as Head of Department, Vice Dean, Head of Center, and Vice President. He also served as UI GreenMetric Türkiye Coordinator during his tenure as Rector. He taught undergraduate, graduate and doctorate courses such as Political History, Turkish Political Life, Constitutional Law, Türkiye's Regional and Global Problems, Political Movements in Türkiye, Conflict Regions in the World, and he supervised master's and doctoral theses. He gave lectures in Turkish and English in countries such as France, Hungary, Lithuania, Kyrgyzstan, Azerbaijan and Syria, and attended conferences as a speaker or session chair. He participated in scientific meetings and events in more than 20 countries such as the USA, the UK, Germany, Italy, Ireland, Czech Republic, Croatia, Albania, Tunisia, Saudi Arabia, Russia, Kazakhstan, South Korea and Malaysia. His articles and book chapters have been published in many journals and books in Turkish and English in the fields of international relations, international security, political history, Turkish foreign policy, Turkish political life, and he has taken part in national and local TV programs. He has been serving as THEQC Board Member on behalf of IUC (Inter-University Council) since July 2022, and as THEQC Vice President since August 2022. kurulcalisani

Prof. Feyza ARICIOĞLU

Council Member Feyza Arıcıoğlu was born on 18.09.1963 in Istanbul. She graduated from Istanbul University, Faculty of Pharmacy in 1986. Professor Arıcıoğlu started her career as a medical residency student at Istanbul University, Istanbul Faculty of Medicine, Department of Pharmacology and Clinical Pharmacology, completed her master's degree in 1988 and doctorate in 1993 at the same department, and received the titles of assistant professor in 1994, associate professor in 1998, and professor in 2004 at Marmara University, Faculty of Pharmacy, Department of Pharmacology. Concurrently, she served as visiting or permanent faculty member at Cornell University, School of Medicine, Department of Neuroscience; University of Mississippi, School of Medicine, Department of Psychiatry; Temple University, School of Medicine, Department of Pharmacology, and Max-Planck Institute, Department of Psychiatry. Her main research area is neuropsychopharmacology. Professor Arıcıoğlu is the founding president of Psychopharmacology Research Unit (1996) within the body of Faculty of Pharmacy at Marmara University, the founder and chief editor of the Journal of Clinical and Experimental Health Sciences (2011-2015, 2018- ), and the academic editor of journals named Psychiatry and Clinical Psychopharmacology (2020) and Psychiatry and Behavioural Sciences (2020). She currently is the Director of Institute of Health Sciences at Marmara University (2012-2015, 2018- ), the Ambassador to Turkey (2013- ) for the Organisation for PhD Education in Biomedicine and Health Sciences in the European System (ORPHEUS), and a Member of the Education Commission (2016- ) of the International College of Neuropsychopharmacology (CINP). Prof. Vatan KARAKAYA

Council Member Prof. Dr. Vatan Karakaya was born in Malatya. His academic life began in 1994 at Yüzüncü Yıl University. After completing his master's and doctorate studies in mathematics at Yüzüncü Yıl University between 1994 and 2003, he started to work as an assistant professor at the Faculty of Education of Gaziantep University. Professor Karakaya served as associate professor at Adıyaman University and as associate professor and professor at Yıldız Technical University. Before being appointed as the Rector of Ahi Evran University, he was a faculty member and the Head of the Department of Mathematics Engineering at Yıldız Technical University. He received a total of 25 incentives including the Incentive Program for International Scientific Publications (UBYT) provided by TÜBİTAK. Professor Karakaya was granted various publication and incentive awards at Yıldız Technical University and Adıyaman University. In the 2010-2011 period, he received a scholarship granted by CoHE for study abroad. Prof. Dr. Vatan Karakaya is married with three children. Prof. Murat ÖNDER

Council Member Prof. Dr. Murat ÖNDER is a faculty member at Boğaziçi University, Dean of Faculty of Economics and Administrative Sciences, Department of Political Science and International Relations, and Management Sciences. Professor Önder took part in national and international projects as the executive, researcher, consultant, and evaluator. He worked as a research and education center manager at public institutions and universities. He also provided consultancy services in the fields of management such as strategic planning, performance, quality, etc. for the public and private sectors. yönetim alanlarında danışmanlık hizmeti vermiştir. Professor Önder chaired the Diaspora Research Center of the Presidency for Turks Abroad and Related Communities between 2015 and 2016. In 2014, he served as the Head of the Department of Science Fellowships and Grant Programs (BİDEB) within the body of TUBITAK. In 2013, he took part as an expert in the project called “Civilian Oversight of Internal Security Forces” carried out in cooperation with UNDP and the Ministry of Interior. Professor Önder worked as the head and also the minister's advisor at the Centre for Labour and Social Security Training and Research (ÇASGEM) within the body of Ministry of Labor and Social Security between 2010 and 2012. He completed his PhD in Public Administration and Policy at Florida State University with the thesis titled “How Local Conditions Affect the Existence and Capacity of the Nonprofit Sector: A Test of Competing Theories”. He completed his master's degree at Gazi University with his thesis titled The Applicability of Total Quality Management in Public Organizations: An Empirical Research in Ankara Metropolitan Municipality. His research areas and publications are focused on comparative public administration, comparative research, methodology, strategic management, performance, quality, NGOs, policy analysis, governance, and artificial intelligence. Prof. Şule Itır SATOĞLU

Council Member After completing her undergraduate education in Mechanical Engineering at Yıldız Technical University in 2000, Professor Satoğlu started her master's education in Engineering Management at Istanbul Technical University in the same year. After receiving her master's degree in 2002, she started her doctorate education in Production Systems Design at Istanbul Technical University and worked as a research assistant at ITU until her doctorate education was completed. Professor Dr. Satoğlu also worked in the field of hybrid production systems at the State University of New York during her doctoral studies. Prof. Dr. She also worked as the deputy dean of Institute of Science at ITU between 2012 and 2018. Receiving Associate Professor and Professor degrees from ITU, Prof. Having received Associate Professor and Professor titles from ITU, Professor Satoğlu still works as an academic staff in the Department of Industrial Engineering at ITU and is serving as the Deputy Rector of ITU. Prof. Ali AZAR

Council Member Prof. Dr. Ali Azar was born in 1966. He completed his primary and secondary education in Rize. He graduated from Karadeniz Technical University, Department of Science Education, Physics Teaching Department in 1990. He completed his Master degree in 1993 and Doctorate degree in 1998 at the same university. He worked as a Physics Teacher between 1990-1993. Between 1993-1998, he continued his studies as a Research Assistant at Karadeniz Technical University, Fatih Faculty of Education. In February 1998, he started to work as an Assistant Professor at Zonguldak Karaelmas University, Ereğli Faculty of Education. During the worked at the faculty, he also served as the Head of the Department and the Deputy Dean. He continued his work as Associate Professor at the same university between 2005-2011. Azar, who received the title of Professor as of March 2011, served as the Dean of the Faculty of Education at Bülent Ecevit University between 2011-2017. He also completed Anadolu University Sociology undergraduate program as the second university between 2012-2016. During his work at the university, he took part in many positions such as Quality Committee Member, Bologna Commission Member, Science Institute Board Member, Education Commission Member and Higher Education Research and Applications Central Director. Between 2018-2019, he worked in the Measurement and Evaluation and Question Preparation Center Unit at OSYM, and during this time he also served in the working group created by the Ministry of National Education. Azar, who still works as a faculty member at Zonguldak Bülent Ecevit University Ereğli Faculty of Education, has many national and international articles published in SCI and field indexed journals. In addition, he has many papers presented and published in national and international scientific meetings, many research reports and co-authorship of books. Azar received an international publication incentive award from the Ministry of Industry and Technology in 1993. According to the Google academic scoring system, the i-index value is 32 and the h- index value is 22. Prof. Mustafa Necmi İLHAN

Council Member Prof. Mustafa Necmi İLHAN was born in 1971 in Elazığ, Harput and graduated from Gazi University, Faculty of Medicine in 1995. He has a PhD in Public Health and a Master's Degree in Hospital Management from Gazi University and a PhD in Occupational Health from Ankara University. Prof. İlhan started his career at SSK Yozgat Dispensary in 1995, started to work as a Research Assistant at Gazi University in 1999, and became a Lecturer in 2004, Assistant Professor in 2007, Associate Professor in 2009, and Professor in 2014 at the Faculty of Medicine, Internal Medical Sciences, Department of Public Health. He served as the Head of the Department of Occupational Diseases between 2014-2023 and as the Head of the Department of Public Health between 2018-2023. He worked as Dean of Gazi University, Faculty of Medicine between 2020-2023, Chair and Executive Board Member of the Council of Deans of Medical Faculties between 2021-2023, Executive Board Member of Gazi University Hospital and Executive Board Member of Gazi University Revolving Fund Management Directorate between 2020-2023, Dean of Gazi University, Faculty of Health Sciences between 2017-2020, Executive Board Member of Gazi University, Faculty of Medicine between 2011-2014, and Deputy Chief Physician of Gazi University Hospital between 2008-2011. In 2021, he was elected as the President of the Inter-university Council (ÜAK) Medical-Health Sciences Education Council. In 2017, he was the Executive Director of the Health Sciences Advisory Commission under the Recognition and Equivalency Commission of the Council of Higher Education (CoHE). He is a member of the Ministry of Health, Post-Earthquake Public Health Commission (2023-), the Board of Community Sciences (2020-), and the Board of Medical Specialization, TUKMOS Occupational Diseases Commission (2021). He is a member of the Scientific Board of the Ministry of Interior, General Directorate of Security, Department of Combating Narcotic Crimes, Turkish Drug Addiction Monitoring Centre (TUBİM) (2009-). He has 112 articles and 1,138 citations in Web of Science, and his h-index is 18. He has 107 articles published in non-WOS refereed journals, 29 books and book chapters. He worked as a Consultant and Expert in the Research Commissions established in the Grand National Assembly of Türkiye to investigate the issues of Violence in Health, Soma Mine Accident and Seasonal Agricultural Workers. He has worked for many boards, commissions and projects in the Ministry of Labour and Social Security, Social Security Institution, Ministry of Health, Ministry of Interior, Ministry of Family and Social Policies. He has served as a Member of the Delegation to Türkiye, Advisor, Consultant, and Expert at the United Nations Office on Drugs and Crime (UNODC), United Nations Population Fund (UNFPA), World Health Organization (WHO) and European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). He served as a Consultant at the World Health Organization (WHO) on the Impact of Covid-19 on Health Services. Prof. İlhan was honoured with the Turkish Republic of Northern Cyprus National Struggle Medal. On 9 August 2023, he was elected the Chair of the Executive Board and the president of the Vocational Qualifications Authority affiliated with the Ministry of Labor and Social Security; he has been a member of the Turkish Higher Education Quality Council (THEQC) since the same date. kurulcalisani

Prof. Ümit KERVAN

Council Member Prof. Dr. Ümit KERVAN graduated from Trakya University Faculty of Medicine in 2001, ranking third in his class. From 2002 to 2007, he worked as an assistant at the Cardiovascular Surgery Clinic of Türkiye Higher Specialization Hospital in Ankara. In 2007, he served as a visiting assistant at the University of Geneva's Faculty of Medicine, Cardiovascular Surgery Clinic in Switzerland. After completing his mandatory service at Mardin State Hospital from 2007 to 2009, he began working as a Specialist Doctor at Türkiye Higher Specialization Training and Research Hospital's Cardiovascular Surgery Clinic in 2009. He served as Chief Assistant at the same hospital from 2010 to 2013 and continued as an Education Officer from 2013 to 2017. In 2011–2012, he completed his Heart-Lung Transplantation and Artificial Heart Devices Training at the University of Pittsburgh's Faculty of Medicine in the USA. In 2014, he received Pulmonary Thromboendarterectomy Training at the University of California's Cardiovascular Surgery Clinic. Since 2009, he has been the Coordinator of Cardiology-Cardiovascular Surgery (Heart Centers) at the Ministry of Health. Since 2019, Dr. Kervan has been working as a Heart Transplant Specialist and Training Specialist in the High Specialization Cardiovascular Surgery Department at Health Sciences University Ankara City Hospital. As of 2021, he is a member of the Ministry of Health's Board of Specialization in Medicine (TUK).Dr. Kervan specializes in artificial intelligence-supported artificial heart devices, heart-lung transplantation, heart failure surgery, pulmonary endarterectomy, aortic surgery, and structuring of heart center clinics.He plays an active role in numerous important scientific boards and organizations both in Türkiye and abroad. Along with holding various administrative positions in Türkiye, he has authored many national and international scientific publications, papers, and book chapters. His academic contributions include 15 thesis consultancies, 95 articles published in peer-reviewed journals (23 national and 72 international), 110 papers presented at scientific congresses and published in proceedings books, and authorship of 10 national and international books or book chapters.Dr. Kervan serves as an active member of the Scientific Committee on Heart Transplantation of the Republic of Türkiye's Ministry of Health, Chairman of the Cardiovascular Surgery TUKMOS Commission of the Ministry of Health, Member of the Board of Specialization in Medicine (TUK) of the Ministry of Health, and Member of the Working Group of the Science, Technology and Innovation Policies Board of the Presidency of the Republic of Türkiye.On August 5, 2024, Dr. Kervan was appointed as the President of the Health Institutes of Türkiye (TÜSEB). Mesut GÜNER

Council Member Prof. Dr. Mesut GÜNER received his bachelor's degree from the Department of Naval Architecture at the Faculty of Naval Architecture and Ocean Enginnering, Istanbul Technical University, in 1988. In 1989, he earned his master's degree from Newcastle University in the United Kingdom, where he also completed his PhD in 1994. He began his academic career as an assistant professor at Yıldız Technical University and was promoted to full professor in 2001 in the Department of Naval Architecture and Marine Engineering at the same university. Prof. Dr. Güner has played significant roles as a coordinator and consultant in various industrial projects and has also served as a board member in several companies. He has held numerous key positions, including full membership in the Turkish Academy of Sciences (TÜBA), vice-rectorship, founding rector of a university, technology transfer office coordinator, senator, and member of the university's board of directors. Between 2016 and 2020, Prof. Dr. Güner served as the general manager and board member of Yıldız Teknopark A.Ş. From 2016 to 2022, he led the external evaluation of various universities as a team leader within the scope of YÖKAK. Between 2021 and 2022, he was the chairman of the board of directors of Ankara University Technopolis. From 2022 to 2024, he served as the Rector of Alanya University. Gülden Banu MÜDERRİSOĞLU

Council Member Born in Ankara in 1977, Banu MÜDERRİSOĞLU, Secretary General of TÜRKAK, graduated from Tevfik Fikret High School and completed her undergraduate education at Ankara University, Faculty of Communication. She completed her MA degree at Middle East Technical University, Institute of Social Sciences, and once again at London City University. Banu Müderrisoğlu started her career in 2002 and worked in various positions in different institutions and organizations at the private sector both in Turkey and abroad. She has undertaken management and implementation tasks in more than 10 United Nations and European Union funded projects in the fields of media-communication, employment, civil society and public diplomacy. She worked as a director in corporate communication at TOBB ETU and international companies. Müderrisoğlu is married with two children. She speaks English and French fluently. kurulcalisani

Erdoğan Taha AKBAŞ

Council Member (Student Member) Erdoğan Taha Akbaş was born in Erzurum. He is an undergraduate student at the Faculty of Pharmacy of Atatürk University. Akbaş worked as a student representative in the first year of his education, as the head of Atatürk University Pharmaceutical Students' Association between 2020 and 2021, as a faculty delegate at the Turkish Pharmacists' Association-Youth Commission (TPA-YC) between 2020 and 2022, and as a member of TPA-YC Supreme Commission between 2022 and 2023. In 2021, he graduated from the Associate Degree program in Occupational Health and Safety at Atatürk University's Faculty of Open and Distance Education, which he started in 2019. Akbaş has been a part-time working student at the university's Quality Coordinator's Office since October 2020, a member of the university's Quality Commission since November 2020, a member of the Faculty Self-Evaluation Committee since December 2020, a member of the Faculty's Unit Quality Commission since January 2021, a member of the Faculty's Education Commission since April 2021, a member of the Faculty's Strategy Development Commission since June 2021, the founding head of the Students' Quality Societies at Atatürk University since March 2022, and the University Senate member since December 2022. Starting to work as a member of the THEQC Students Commission in November 2021, Akbaş has had experience as a moderator in the Quality Ambassador Training Programs (QAPs) organized by the Students Commission and as a speaker at seminars and workshops on 'Quality Assurance System and Student Involvement'. He gained experience in the self-evaluation process of the study program in which he is enrolled, program update, and peer program evaluation processes at Atatürk University. Akbaş currently works as a student evaluator of THEQC and the National Society of Assessment and Accreditation of Pharmacy Education (ECZAKDER). As a THEQC student evaluator, he was assigned to evaluation teams that conducted site visits in the scope of the Institutional Accreditation Program and the Follow-up Program in 2021 and 2022. He also attended site visits as an ECZAKDER student evaluator in 2023. He is an active member of the European Students' Union (ESU) Quality Assurance Student Experts' Pool. Taking part as a researcher in two ongoing TÜBİTAK projects, Akbaş has also participated in more than ten Social Awareness Projects as a researcher and volunteer. Mehmet YILMAZ

Secretary General Mehmet Yılmaz was born in Kırıkkale in 1970. He completed his secondary education in Kırıkkale, received his bachelor’s degree from Hacettepe University Health Administration Department in 1990, and his master’s degree from Kırıkkale University Department of Administration and Organization. He started working at Kırıkkale University in 1993 and served as the Health, Culture and Sports Department Head, Research Fund Director, Scientific Research Projects Unit Coordinator, Strategy Development Department Vice President, Quality Improvement Unit Director and Assistant Secretary General at the university. He is specialized in public administration, organization, quality improvement and quality evaluation. He has given lectures on quality administration at various universities. Prof. Dr. Mustafa ÇUFALI

Başkan Yardımcısı Prof. Dr. Mustafa ÇUFALI 1962 yılında Zonguldak’ta doğdu. 1988 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi Kamu Yönetimi Bölümünden mezun oldu. 1990 yılında Polis Akademisi’ne Araştırma Görevlisi olarak girdi. Nottingham Üniversitesi Politika Okulu Uluslararası İlişkiler programında 1992’de yüksek lisans, 1999’da doktora eğitimini tamamladı. Siyasi Tarih alanında 2001 yılında Yardımcı Doçent, 2007’de Doçent, 2012’de Profesör oldu. 2015 yılında Ankara Sosyal Bilimler Üniversitesi Siyasal Bilgiler Fakültesi Siyaset ve Kamu Yönetimi Bölümüne geçti. 2014-2017 yılları arasında TÜBİTAK Bilim İnsanı Destek Programları (BİDEB) Başkanı olarak görev yaptı. Mart 2018-Nisan 2022 tarihleri arasında Zonguldak Bülent Ecevit Üniversitesi Rektörlüğü görevini yürüttü. Akademik hayatı boyunca Bölüm Başkanlığı, Dekan Yardımcılığı, Merkez Müdürlüğü, Başkan Yardımcılığı görevlerinde bulundu. Rektörlük görevi boyunca UI GreenMetric Türkiye Koordinatörü görevini de yürüttü. Siyasi Tarih, Türk Siyasal Hayatı, Anayasa Hukuku, Türkiye’nin Bölgesel ve Küresel Sorunları, Türkiye’de Siyasal Hareketler, Dünyada Sorunlu Bölgeler gibi lisans, yüksek lisans ve doktora derslerini verdi, yüksek lisans ve doktora tez danışmanlıklarında bulundu. Fransa, Macaristan, Litvanya, Kırgızistan, Azerbaycan ve Suriye gibi ülkelerde Türkçe ve İngilizce dersler verdi, konferanslara konuşmacı veya oturum başkanı olarak katıldı. A.B.D., İngiltere, Almanya, İtalya, İrlanda, Çek Cumhuriyeti, Hırvatistan, Arnavutluk, Tunus, S. Arabistan, Rusya, Kazakistan, G. Kore, Malezya gibi 20’den fazla ülkede bilimsel toplantı ve etkinliklere katıldı. Uluslararası ilişkiler, uluslararası güvenlik, siyasi tarih, Türk dış politikası, Türk siyasal hayatı alanlarında Türkçe ve İngilizce olarak birçok dergi ve kitapta makaleleri ve kitap bölümleri yayınlandı, ulusal ve yerel TV programlarına katıldı. Prof. Muhsin KAR

President 2022-2023
Born in 1968 in Kahramanmaraş, Muhsin Kar completed his undergraduate studies at Ankara University, Faculty of Political Sciences, Department of Economics. He continued his postgraduate studies in the UK, earning a master's degree in Economic Development at the University of Leicester in 1995 and a PhD in Economics at Loughborough University in 2000. He was a visiting scholar at the University of Southern California in the USA. He carried out his academic studies at the departments of Economics at Kahramanmaraş Sütçü İmam University, Çukurova University, Necmettin Erbakan University, and Ankara Yıldırım Beyazıt University. Prof. Kar held various administrative positions at the universities where he worked. He became Associate Professor in 2005 and Professor in 2011 in the field of Macroeconomics.Prof. Kar has conducted academic studies primarily on the interaction between the financial and real sectors, as well as economic development, growth, foreign direct investment, European integration, and transition economies. He has published in various national/international journals and editorial books, as well as authoring book chapters. Prof. Muzaffer ELMAS

1956 yılında Giresun'da doğan Prof. Dr. Muzaffer Elmas, 1980 yılında İstanbul Teknik Üniversitesi (İTÜ) İnşaat Fakültesi'nden mezun olmuştur. Aynı üniversitede 1983 yılında yüksek lisansını ve 1988 yılında doktorasını tamamlamıştır. Akademik kariyerine 1980 yılında Sakarya Devlet Mimarlık ve Mühendislik Akademisi'nde asistan olarak başlayan Elmas, 1988 yılında İTÜ Sakarya Mühendislik Fakültesi İnşaat Mühendisliği Bölümü'nde yardımcı doçent, 1994 yılında doçent ve 2000 yılında profesör unvanlarını almıştır. 2002 yılında rektör yardımcılığı görevine atanarak üniversitede stratejik planlama, kalite, eğitim-öğretim ve yatırım alanlarında önemli çalışmalara imza atmıştır. 2010 yılında aynı üniversiteye rektör olarak atanmış ve bu dönemde yükseköğretimde kalite, kurumsal değerlendirme ve akreditasyon süreçlerini ulusal ve uluslararası düzeyde kolaylaştıracak Üniversite Yönetim Sistemi'nin kurulmasına öncülük etmiştir. ABD'de bulunan Eğitim İletişimi ve Teknolojisi Derneği tarafından "En İyi Uluslararası Rektör" ödülüne layık görülmüştür. Görev yaptığı kurumda Türkiye Mükemmellik Ödülü, EFQM Excellence Award ve Global Excellence Award süreçlerini başarıyla yönetmiş; EUA IEP ve YÖKAK'ın dış değerlendirme süreçlerini ve ulusal/uluslararası akreditasyon ajansları ile 50'ye yakın programın akreditasyon süreçlerini yürütmüştür. Ayrıca, AFAD Deprem Danışma Kurulu Üyeliği, YÖK Mesleki Yeterlilikler Kurumu Başkan Vekilliği, Üniversitelerarası Kurul Eğitim Komisyonu Başkanlığı ve Türkiye Bilimler Akademisi asil üyeliği ile TÜBA Konsey Üyeliği görevlerinde bulunmuştur. 2018-2022 tarihleri arasında Yükseköğretim Kalite Kurulu Başkanlığı görevi yapmıştır. Prof. Dr. Muzaffer Elmas, 2022 yılından bu yana Kocaeli Sağlık ve Teknoloji Üniversitesi rektörü olarak görev yapmaktadır. danismanlar
