THEQC organizes training for the evaluators assigned in 2020 Institutional External Evaluation, Institutional Accreditation and Monitoring Processes

ANKARA – As the second leg of its evaluator training program, Turkish Higher Education Quality Council (THEQC) organized on 23-27 July 2020 an online evaluator training program for the evaluator candidates assigned in 2020 Institutional External Evaluation, Institutional Accreditation and Monitoring Processes. The first part of the program had been organized in Antalya on 5-7 March 2020. A total of 350 evaluator candidates selected from the evaluator pool attended the online training.
Delivering a keynote speech at the program, THEQC President Prof. Dr. Muzaffer Elmas underscored that higher education systems and higher education institutions should be highly adaptable in the ever-changing global context and focus on qualifications supported with agile management perspective, digital competencies and analytical thinking skills. Elmas stated that the policies developed to safeguard these qualifications are planned to be implemented in the near future and are expected to make a difference, adding that social distancing rules will be considered in education as a new factor. Elmas pointed out that even though the safety of exams in online education and assessments is now the main concern under the shadow of the Covid-19 outbreak, they foresee that more permanent and sustainable hybrid systems will be established in an effort to achieve targeted learning outcomes amidst social distancing rules. Elmas finally expressed that quality processes will be even more crucial in the new normal for guaranteeing the outputs expected from the higher education sector.
Various online activities were organized as part of the evaluator training, during which the blended visit program developed due to the pandemic, the evaluation steps, the documents and guidelines to be used, and the factor of behavioral aspect in online training were among the main subjects of discussion. Since the Institutional Accreditation Program will be implemented in our country for the first time, interactive activities and online group works were conducted extensively with the aim of strengthening the preparations for the site visit and improving decision-making skills of the evaluators.
As of 2020; 59 HEIs have been included in the Monitoring Program, 14 HEIs in the Institutional External Evaluation Program, and 11 HEIs in the Institutional Accreditation Program.
