THEQC President Mr. Elmas: “Institutional external evaluation processes in higher education institutions will contribute to the strengthening of the internal quality assurance system and the spread of the quality knowledge.”
ANKARA – “2021 Beginner Evaluator Training” was organized by the Turkish Higher Education Quality Council (THEQC). In the opening speech, THEQC President Prof. Dr. Muzaffer Elmas emphasized the importance of universities in keeping up with the world in areas such as education and research and said, “The determined policies should be result-oriented. When the system functions properly, a quality knowledge will also be formed”.
THEQC President Prof. Dr. Muzaffer Elmas gave information about the activities and duties of the Turkish Higher Education Quality Council and the phase reached in the world in quality assurance processes. Prof. Dr. Elmas added, “as THEQC, we would like to establish a system that complies with the rules accepted around the world in the field of higher education also considering the conditions in Turkey” and emphasized that technology is developing at a fascinating speed and that more work should be carried out on the adaptation of the planning made in the field of education to this transformation.
“The competence in universities is the heart of the system”
Stating that topics such as competence, proficiency and leadership that add value stand out at the point where the higher education system has reached today, Mr. Elmas said, “Competency and proficiency have become the heart of our system that we would like to establish. We are in a constantly changing process. When we add the understanding of “managing institutions with a leadership that adds value”, universities that manage this process correctly can only adapt to the world.” Emphasizing the necessity of establishing an “Internal Quality Assurance System” in line with the goals determined by the universities, Mr. Elmas said ” the quality agencies, especially THEQC, step in when this system is managed correctly.”
“Education and R&D policies should be result-oriented”
Pointing out that the policies determined by the universities in areas such as education and research and development should be result-oriented, Mr. Elmas said, “It is necessary to monitor program outputs, the alumni, determine the R&D policy, and monitor all these processes with IT-supported systems throughout the entire university and evaluate the results.” Our goal is for the alumni of our universities to have the determined outputs, to find jobs easily, to contribute to the research and development areas of our universities and the society. “When universities successfully complete this process and establish an adequate system, a quality knowledge will be formed after a while”.
“Nearly 300 participants”
The training program, which included nearly 300 academic, administrative and student participants from all over Turkey, was held online on 5-6 April. Presentations and group-based activities were carried out on the conceptual dimension of the quality assurance system in the field of higher education, the scope and steps of the institutional evaluation processes, the evaluation of the internal evaluation reports of the institutions and the preparation for site visits in the training program implemented for the candidates who will be assigned as external evaluators in THEQC Institutional Evaluation processes. The Turkish Higher Education Quality Council members, institution consultants and specialists participated in the training program, which lasted for two days.
