Prof. Dr. Muhsin Kar Elected as President of Turkish Higher Education Quality Council
ANKARA – The election for the presidency of Turkish Higher Education Quality Council was held on 31 Jan 2022. Prof. Dr. Muhsin Kar, from Political Sciences Faculty of Ankara Yıldırım Beyazıt University, was elected unanimously as the president by the thirteen board members comprising three representatives from Council of Higher Education, three representatives from Inter-University Council, one representative from the Ministry of National Education, one representative from the Vocational Qualifications Authority, one representative from the Health Institutes of Türkiye, one representative from the Scientific and Technological Research Council of Türkiye, one representative from Turkish Accreditation Agency, one representative from the Union of Chambers and Commodity Exchanges of Türkiye, and one student representative.
Turkish Higher Education Quality Council, which evaluates the quality levels of higher education institutions’ education and research activities and administrative services according to national and international quality standards, conducts internal and external quality assurance, accreditation processes and the authorization of independent external evaluation institutions, carries out president elections from among the board members selected/assigned by the stakeholder institutions every four years in accordance with the legislation.
Prof. Dr. Muzaffer Elmas, who completed his 4-year term in 2022, Published a message thanking all stakeholders, especially Council Members, Council Staff, National and International Consultants, Evaluators, Mentors.
The handover ceremony was held after the board meeting. Turkish Higher Education Quality Council members, who will serve between 2022 and 2026, were determined.

About Prof. Dr. Muhsin Kar
Muhsin Kar was born in Kahramanmaraş. He completed his undergraduate studies at Ankara University, Faculty of Political Sciences, Department of Economics, his master’s degree in the field of Economic Development at the University of Leicester in the United Kingdom, and his doctorate in the field of Economics at Loughborough University. Professor Kar, who was a Visiting Researcher at the University of Southern California in the USA, received the titles of Associate Professor in 2005 and Professor in 2011 in the field of Macroeconomics. Muhsin Kar’s areas of work are economic development, growth, foreign direct investment, European integration, transition economies, and especially the financial sector-real sector interaction, and he carried out academic works at the Departments of Economics at Kahramanmaraş Sütçü İmam University, Çukurova University, Necmettin Erbakan University, and Ankara Yıldırım Beyazıt University; he worked as assistant head of department, head of department, vice director, vice dean, dean, and vice rector at the universities where he worked. He continues his academic studies as a Faculty Member at Ankara Yıldırım Beyazıt University, Faculty of Political Sciences, Department of Economics. In addition to the projects supported by the State Planning Organization (SPO) and TUBITAK (The Scientific and Technological Research Council of Turkey), Professor Kar took part in the Bologna Project supported by the National Agency and carried out by CoHE as a Bologna Expert. Muhsin Kar is a full member of the Turkish Academy of Sciences and was awarded.
